Remove mandatory dependency on PostGIS

PostGIS is great, but we shouldn't have it be mandatory. GeoRuby
etc.
should provide much of the same functionality, if more slowly, and
it
would be nice to host Quorum on Heroku or use it with MySQL. So
let's
make use of PostGIS a config option.
