Add e-mail notification when events are changed

Users should be able to sign up for e-mail notification for
cases such as the following:
* An event is created, deleted, or significantly edited * Someone's
commitment status (for a subscribed event) changes * Etc.
Basically, this should cover similar ground to the RSS feed, and then some.
